Uzbekistan wants to reduce the time for obtaining building permits by 10 times
On February 3, Shavkat Mirziyoyev reviewed a presentation on introducing new approaches to urbanisation and housing construction, the presidential press service reports.
It was noted that currently the process of obtaining permits in the construction sector consists of 9 stages and takes on average 90–120 days. In international practice, however, thanks to the “construction-ready land” mechanism, this procedure takes only 7–15 days.
It was proposed to introduce this system in Uzbekistan. All preparatory procedures and permits will be completed before land plots are put up for auction. As a result, an entrepreneur who wins the auction will be able to receive all necessary documents automatically, without additional paperwork or approvals.
At the same time, it will be prohibited to auction land that is not ready for construction, and all procedures will be conducted transparently and within short timeframes.
The presentation also noted that construction quality primarily depends on project documentation. In this regard, it is necessary to fundamentally improve the activities of the design organisations “ToshboshplanLITI”, “UzshaharsosLITI”, “UzGASHKLITI” and Qishloq qurilish loyiha, attract highly qualified foreign specialists and introduce modern management systems.
For proper and efficient planning of urbanisation and housing construction processes, the wide use of digital technologies was highlighted.
The presentation proposed developing the “Uy-joy” information system, including a unified database of general and master plans, a “Yer banki” database of construction-ready land plots, a unified geoinformation database of apartment buildings, an escrow system, a developers’ rating and more.
