A New Karshi for 500,000 residents will be built. What is known about the project

President of Uzbekistan Shavkat Mirziyoyev, on October 22 at a meeting devoted to the socio-economic development of Kashkadarya region, announced plans to build a new city in connection with population growth and demand for modern housing.
New Karshi (Yangi Qarshi) is planned to be built on an area of 5,000 hectares on the border of Karshi city, Kukdalin and Karshi districts. Initially, the city will be designed to accommodate 500,000 people.
After the meeting, the president familiarized himself with the project, according to which an area of 5,200 hectares between the A-378 «Samarkand — Guzar» highway and the 4R-79 road leading to Shakhrisabz was selected for construction. This refers to unused desert and pasture lands with low fertility.
The head of state instructed that the possibility of further expansion of New Karshi to 1 million residents be provided for, so that it becomes a modern extension of the regional center.

Leading foreign architectural companies are planned to be involved in the development of the master plan. The document has been instructed to be prepared within two months, initially allocating 20 billion soums for these purposes.
The new territory is planned to include the construction of multi-story residential buildings, shopping and business centers based on the principles of a «green» and «smart» city.
The regional hokimiyat and other government institutions are also planned to be relocated to New Karshi. A congress hall, concert halls and hotels will be built here so that the city can host major international events similar to the forums in Samarkand and Bukhara.

The president instructed that special attention be paid to transport accessibility. It is proposed to organize public electric transport, and if necessary — a surface metro, which will connect the new city with the airport and railway station.
The dates for the start and completion of construction of New Karshi, the total volume of investment and sources of financing have not yet been specified.
What the current master plan for Karshi provides
In February 2025, the Cabinet of Ministers approved the master plan for Karshi until 2042. The document provides for the expansion of the regional center’s territory at the expense of lands in Kasan, Karshi and Kukdalin districts.
According to the master plan, the city’s area should increase from 8,308.9 to 11,026.8 hectares by 2030 and to 16,073.6 hectares by 2042. Thus, Karshi’s territory should grow almost twofold — by 7,767 hectares.
The population, according to the developers’ calculations, will increase from 283,150 to 400,000 people by 2030 and to 470,000 by 2042.
The total area of the housing stock should grow from 3.99 million to 7.2 million sq. m by 2030 and to 10.81 million sq. m by 2042. The document also provides for the development of transport, engineering and social infrastructure, and the creation of new green zones.

How the construction of New Karshi will be coordinated with the current master plan for the expansion of the regional center and whether the document will need to be revised has not yet been specified.
Tourist complex «Yangi Nasaf»
Another project provides for the construction of the eco-complex «Yangi Nasaf» on an area of 235 hectares along a three-kilometer section of the Karshi main canal.
The creation of the complex was previously provided for by the presidential decree of March 13, 2026 on measures to accelerate the socio-economic development of Kashkadarya region. The document envisaged attracting funds from international financial institutions.
The project is planned to be implemented in four stages. At the first stage, a craftsmen’s town and a tourist zone will be created on an area of 30 hectares.
The complex is planned to include hotels, restaurants, shops, a museum, a water park and children’s playgrounds. It is also planned to create an artificial lake for boat rides.

The president instructed that a master plan for the tourist complex be developed with the involvement of leading foreign design and architectural companies.
Greening Kashkadarya
At the meeting, it was also proposed to introduce a separate system for expanding green spaces in the region — the «Kashkadarya experience».
Every year on the eve of Navruz, the region will hold a competition for the «Greenest mahalla». The winners are planned to be awarded electric cars and other valuable gifts.
