A program to modernize construction industry enterprises will be launched in Uzbekistan
Over the past ten years, enterprises in the construction industry of Uzbekistanwere able to halvestandard fuel consumption. According to the results of an energy audit conducted at 34 largest enterprises, which account for about 65% of all electricity consumption in the industry, last year alone it was possible to save 240 million kilowatt-hours of electricity. The head of state announced this at the meeting.
However, the president noted that the potential for savings remains high. Regional khokims were instructed to begin a large-scale program of technological modernization of construction materials enterprises. As part of the program, the state will compensate part of the interest rate on loans to companies that replace energy-intensive equipment with modern energy-saving equipment.
The amount of compensation will be:
7% on loans in national currency;
4% on loans in foreign currency.
Support will extend to the modernization of roasting and drying kilns, mills and other equipment with high energy consumption.
By the end of this year, it is planned to introduce energy-efficient technologies at another 38 large enterprises, which will additionally save about 400 million kilowatt-hours of electricity.
Investors will be directed to projects with high added value
The President noted that the existing capacities for the production of cement, basalt, glass and ceramic tiles are sufficient to meet the country’s domestic needs until 2035.
In this regard, the main emphasis needs to be shifted from increasing production volumes to modernizing existing enterprises and producing products with higher added value.
A project in the Farish district was given as an example. If one ton of basalt fiber costs about $340, then a ton of basalt fabric made from it is already estimated at about $900.
A similar situation is observed in the cement industry. Currently, most enterprises produce cement grades 400 and 500. The President proposed attracting investors to modernize 17 idle cement plants and reorient them to produce special types of cement that are in demand both domestically and in export markets.
The responsible departments have been instructed to approve a separate program to attract investors to the industry and, by the end of the year, to find strategic partners for at least 50 construction materials enterprises that are not operating at full capacity.
Unified certificate database
For enterprises in the construction industry in Uzbekistan, there is already a system in place that fully compensates the costs of obtaining quality certificates. There is no such support measure in any other industry, the head of state emphasized.
However, due to the lack of a unified database of certificates, buyers more often give preference to foreign products, the international certificates of which they know about.
In this regard, the responsible departments are instructed to:
- launch an electronic platform with information about building materials that have domestic and international quality certificates;
- together with regional khokims, provide at least more assistance50 construction industry enterprisesin obtaining international quality certificates this year.
It was noted that thanks to the measures discussed at the meeting, in 2026 it is planned:
- start implementing more900 new projectsin the field of building materials with a total value$11 billion;
- put into operation622 projectsfor the amount$3.2 billion;
- create21 thousand new jobs;
- increase production volume to more than65 trillion soums;
- master the production of new import-substituting products at7.5 trillion soums;
- bring the export of construction materials to$1.5 billion.
During the meeting, reports from responsible managers were heard, as well as proposals and initiatives from representatives of construction industry enterprises.
